Tetra Tech ARD, headquartered in Burlington, Vermont is currently accepting expressions of interest from qualified candidates for the expected Pacific Adaptation Project (READY) to be funded by the United States Agency for International Development (USAID).
The goal of this project is to help develop the capacity of Pacific island countries to adapt to climate change. The project will build the capacity of 12 Pacific Island Countries (PICs) to adapt to global climate change (GCC) through three components: (1) human and institutional strengthening of host governments, (2) partnerships with regional institutions, and (3) sustainable climate change adaptation (CCA) financing. The project will be based in the Pacific. Through all of these components, USAID will help to build capacity to develop and/or strengthen national and regional CCA policies, strategies, procedures, regulations, and activities. Priority countries will include: Fiji, Kiribati, Marshall Islands, Federated States of Micronesia, Nauru, Palau, Papua New Guinea, Samoa, Solomon Islands, Tonga, Tuvalu, and Vanuatu.
Responsibilities: • Oversees the Finances, Human Resources, and General Administration of the offices to ensure implementation is in accordance with USAID and Tetra Tech ARD rules and regulations • Responsible for the management of all local subcontracts issued under the contract • Manages the subcontracting and granting processes to ensure compliance with USAID regulations and that implementation is in accordance with the contract • Maintains project financial management systems that are in compliance with USAID and Tetra Tech ARD requirements and regulations • Tracks the project budget and provides financial and information to Tetra Tech ARD Home Office and USAID as needed • Oversees the project procurement process of goods and consulting services • Manages Human Resources in compliance with Tetra Tech ARD and local HR policies • Oversees compliance with travel and security policies including travel expense reporting • Oversees confidential payment of monthly payroll and orders payments of income tax, pension health and unemployment benefits to government funds • Supervises the work of administrative support staff • Other duties as assigned by the Chief of Party
Qualifications: • University degree in management, accounting, finance or similar field is required • Minimum of 10 years’ experience in an equivalent position • A minimum of four years working experience in a senior supervisory role related to accounting, payroll, procurement and logistical support services • Work experience providing contractual and financial oversight to USAID-funded projects is preferred • Must have the ability to work effectively in a fast-paced, stressful environment and must be flexible, willing to perform other duties and work irregular hours • Extensive knowledge of personnel administration principles, wage and salary administration • Excellent organizational skills • Prior experience in the Pacific Island region preferred • Pacific Island nationals are strongly encouraged to apply
