Job Description:

BACKGROUND The Junior Accountant (Operations) will oversee the financials of the IUCN Oceania Regional Office to ensure that business services are accomplished in an effective, efficient and timely manner and in compliance with all legislative, policy and procedural guidelines of IUCN, as applicable

JOB DESCRIPTION The specific duties of this position include, but are not limited to, the following: -Assist in recording, classifying and summarizing of the financial transactions of IUCN ORO and ensure proper update and maintenance of ERP – Navision ensuring the accounting system provides the basis for an efficient financial information system for both internal and external users and that it is compliant with internationally accepted accounting principles, legal and statutory requirement and IUCN policy. -Assist in reviewing of all accounting related transactions (payment vouchers, receipts vouchers, debit and credit notes, staff time invoices, correcting journal entries) prior to entry into the accounting system -Assist and ensure that all balance-sheet accounts and trial-balance are reconciled in accordance with IUCN accounting policies and procedure -Assist in preparation of ORO cash flow projection and monitor the continued availability of funds to cover the requirements of ORO operations and its programmes and projects -Review and ensure that disbursements are properly supported with relevant documentation and that they are properly identified into their project codes -Ensure that cash, credit card and bank balances are reconciled with the records maintained in accordance with IUCN Accounting policies -Responsible for the maintenance of Fixed Asset Register, recording, updating and reconciliation on a timely basis -Assist and ensure that monthly financial closing is carried out on a timely basis – staff time invoices raised and entered into ERP, management overhead charges are recorded accurately and the necessary entries are made in accordance with Monthly Financial closing requirements -Arrange and manage internal and external audits of the project and operational finances in accordance with IUCN policies and procedures and donor requirements; -Assist in providing training and guidance to IUCN staffs on financial policies and procedures where necessary; -Maintain proper filing of updated documentation including agreements, budgets, reports, Internal Agreements, staff time sheets , correspondence with donor, implementing partners, contractors and other relevant documents; -Ensure that reports from implementing partners, sub-contractors, consultants and others are received and reconciled in accordance with schedules in agreements, are in compliance with donor and IUCN guidelines. -Receive, review and prepare request funds transfers to implementing partners in accordance with agreements, budgets, expenditure reports and cash flow forecasts; -Prepare and disseminate project management reports to Project Manager/s on a monthly basis or as required; -Assist and undertake budget reviews and the preparation of the annual budget and work plan in consultation with the Project Manager/s; -Assist in preparation of travel arrangements and other project related activities as required by the Project Manager/s; -Visit project sites, including those of hosting agencies and implementing partners to review expenditure records, contracts, time-sheets and other support documents, conduct training in IUCN policies and procedures, donor guidelines, taxation and other compliance related matters; -Carry out any other relevant task required by, and mutually agreed with, the line manager/s and or Regional Head of Finance & Administration.

REQUIREMENTS • Advanced University Degree in Accounting and Information System. A Post-graduate Diploma in Accounting would be a distinct advantage

• At least 2 – 3 years of experience in Operation accounting with a proven track of experience in project and budget management

• Proficient in the use of ERP accounting software or any prominent accounting software

• Willingness to maintain a balance between the operational demands and the strategic aspects of the post

• Proficient in using office applications (MS Word/Excel/PowerPoint) and other web-based management systems

• Fluent English (verbal/written) with excellent communication and presentation skills
